Yes. They can have thier rough manufactured through Shanghai Diamond Exchange(SDE). The SDE memebers should first import roughs to the exchange and then consign the roughs to a Chinese manufacturer for polishing. After polishing, the diamonds have to returned to the exchange. The polished diamonds can be sold to Chinese domestic market or exported overseas.
