Diamonds import & export examination

Apart from those for manufacturing, all the import and export of diamonds in China must go through the custom in Shanghai Diamonds Exchange. The diamonds dealers shall make the declaration beforehand and take the diamonds shipment to the custom office.

Every shipment of diamonds coming to the customs office shall be submitted for the examination by the diamonds experts. The experts are responsible to Diamonds Administration of China (DAC), a government institution authorized by the Ministry of Commerce to supervise the diamonds import and export. All the diamonds are examined with the presence of officials from both DAC and customs.

The expert is responsible for the checking of diamonds weight and value in accordance with the declaration documents. The diamonds dealers shall provide the declaration documents, invoice, contract along with the shipment. Kimberly certificates will be required when the rough diamonds is imported. The diamonds dealer will be asked some questions during the examination. In the case of any discrepancy, such as wrong declaration of diamonds weight or of diamonds category, the expert will report to the officials and the diamonds dealer will be asked to correct the discrepancy before the shipment could get through. A confirmation document about the shipment will be issued by DAC after the examination. Statistics of every shipment is controlled by the DAC computer system.
