Starting from Oct 1, 2008, the collection of diamond transaction fees in SDE will be carried out in accordance with the “Interim Measures for the Administration of Diamond Transaction Fees”, pursuant to Order No.65 (2006) of the Ministry of Finance and Order No. 388 (2008) of Shanghai Foreign Economic Relation & Trade Commission and Diamond Administration of China.
The criteria of collection are as follows:
1. The amount of charges on polished diamonds under general trade will be 3‰ of their import value.
2. Members of SDE will get Payment Notice from SDE when they fill out “Custom Confirmation on SDE Diamond Entry & Exit”. Members should pay transaction fees at designated place in SDE within permitted time period. After collecting transaction fees, SDE will issue special checks specific to charges on diamond transactions and stamp “paid” on the Notice.
3. Transaction Fees will be collected in RMB.
